Antique Pinball Machine, GAMBLING DEVICE?

Antique Pinball Machine, GAMBLING DEVICE?. Size is 23 x 15 inches, Pics show cond..pull down rod.still moves, wood frame is solid. I really dont know if this is an old kids toy or a gambling device etc...their was a large descriptive sticker on the back but it shows so much wear you cant make out what it says. Its old and right though..we have other things listed and will combine shipping when safe to do so, Thanks for looking..
